MPIR_BCAST_BLOCK_SIZE is not defined by the MPI standard; it sounds
like an implementation-specific detail. Judging by the name, I'd
guess that this value has something to do with the MPICH / MPICH2
family of MPI implementations (not LAM/MPI).

LAM does not allow you to change much about the underlying
implementation of its collectives (such as bcast).
