AHA! The ordering is the thing.
With my version of libtool, it seems to be an ordering issue. As long
as the libtool script is *created* while CC=xlc (AC_PROG_LIBTOOL),
then it seems to use the correct arguments, even if $CC becomes mpicc
by the time libtool is actually used.
