In the install rule it should be
  rm -f wipe$(EXEEXT); $(LN_S) lamwipe$(EXEEXT) wipe$(EXEEXT)

I think, but to be honest, I'm not even sure about that last $(EXEEXT)
(if .lnk files are used, I guess it's wrong, but I don't know).
Probably wouldn't hurt to
  rm -f wipe wipe$(EXEEXT)

given all the fun the Cygwin people have with changing the respective
semantics of some syscall emulations.
