This command is only in the PATH of root by default on RHEL3. Normal
users will not be able to find it without specifying the full path.
However even in this case, it won't be of much help as only root has
the necessary permissions.

Then please ask root to run 'iptables'. Given the OS, there is a good
chance that some firewall rules were installed by default.
