Can't tell you why rsh doesn't work - sure you are using the cygwin
version and not the windows version?

More importantly though, why rsh? OpenSSH is a free and far more secure
alternative. I'm sure cygwin has it available for easy installation, as
SSH is the preferred remote shell these days.

There are numerous tutorials on setting up and using OpenSSH, with some
quick searching I'm sure you can find a cygwin-specific one.
