It's not actually looping (I don't think). LAM/MPI provides a
component-based architecture for many services (lamd startup,
communication channels, etc.), and each has it's own configure
script. It's a long process, and can have the appearance of
looping. But it'll finish eventually ;).

By the way, this is one of many areas where we've spent significant
time improving Open MPI over LAM/MPI. Configure / build is a much
quicker process, even with a much finer-grained set of component
frameworks.
