You are talking here about different communication levels. USB is the
lowest level, but your short message doesn't explain what you want to
do to allow TCP/IP (the next higher level) to work over USB: do you
want to use USB-to-Ethernet adapters or do you want to just connect
directly the USB controllers in 2 computers ?
In the first case, it should work, supposing that you are able to find
a driver for the USB-to-Ethernet adapter: this will look just like a
normal network interface, so TCP/IP over it should just work.
In the second case, you have to get TCP/IP work over the USB
controllers - I don't know if this is possible at all in Linux. You
don't specify what OS you intend to use, so you probably won't get any
more help.

This shows that you are not quite familiar with clusters. I'd like to
suggest reading the archives of this list and/or some introductory
book...
