Yes, the file permissions of the executable you are trying to run.
Let's say you were trying to do:
mpirun C ./ecga
and got back:
mpirun: cannot start ecga on n0 (o): Permission denied
Now, if you do:
./ecga
and get back
ecga: Permission denied
Then the unix permissions on that file don't allow you to execute it
-- fixing the permissions on the file should fix your problem.
