Before you run configure, source the compiler initialization script:
bash: . /opt/intel_fc_80/bin/ifortvars.sh
csh: source /opt/intel_fc_80/bin/ifortvars.csh
And then configure with:
./configure --with-fc=ifort --prefix=/opt/lam706 --with-rsh=/usr/bin/rsh
