LAM/MPI does not support building outside of the Cygwin environment.
I believe MPICH-2 does, although I'm not sure of the interoperability
between Unix and Windows versions of MPICH-2. There is also MPI/Pro
from Verari Systems, although again, I'm not sure of interoperability
between Unix and Windows versions.
