These tools will not be available by default on most platforms; I don't
think they're even included in many (any?) Linux distros. So they
would almost certainly have to be downloaded and installed on most
systems.

Yes, "no root" is certainly an option (I have my own personal install
of cmake under my $HOME, for example).
