I'll let Anju reply about the Windows-specific issues, but I'll reply
about the SLURM boot module. What I can do is put a check in for
inet_ntop() in the SLURM module's configure script so that that module
will just be skipped in Cygwin environments (I don't even know if SLURM
works under Windows or not).
This will be in LAM 7.1.2 (it's already in SVN).
