Thank you for your suggestion Anju; I apologize for not mentioning that I
had already tried modifying my resource files without success. Of interest
is that I get a shorter PATH when I use the command
ssh username_at_machinename 'echo $PATH'
as compared to
ssh username_at_machinename echo $PATH
The first command gives me what Cygwin picks up from Windows XP, while the
second command picks the additions that Cygwin adds. ssh seems to use the
PATH that the first command returns.

Cygwin automatically picks up whatever is specified as the PATH variable
in the windows environment. But you dont have to go through that to
enable your binaries. All you need to do is to add it to the right .*rc
file. Like I have all my path things set up in my ~/.cshrc since I use
tcsh and life should be good. Let me know if this works for you
