This is a good idea.

We're already in the release cycle for 7.1; I'll have to see if this is
easy to add. But since we're already in the release cycle, I won't make
any promises that this feature will make it in 7.1 ;-).

Note that you can already effect this behavior by using the no-schedule
attribute. What you're really proposing is that:

-----
server cpu=0
-----

become equivalent to

-----
server no-schedule=1
-----
