You just go round-robin fashion through a list of the users,
assigning the 'next' job to the 'next' available user. A
user is either busy or is available. It doesn't matter whether
a user is busy processing or cleaning up.
your master user uses rsh/ssh to issue commands as the slave
users running the jobs.
