tm.h is part of the PBS installation. Usually it is installed with
PBS, which is usually installed in a non-standard location (ie, not
/usr or /usr/local). The --with-tm=<DIR> option to configure can be
used to specify where to look for the header and libraries.
If you installed via RPM, you might want to make sure that you have all
the PBS rpms installed (there are usually multiple ones, each with
different pieces of PBS). That used to cause problems for me :).
