"--with-rsh=ssh", right?

After a little more testing, I see what happened here.
Yes, you're right -- this is a bug. It's fixed for 7.0.1. Thanks for
noticing! :-)
I tested yesterday with the CVS HEAD (i.e., early 7.1 code), and we have
revamped the code for how SSI parameters are handled. Hence, it worked
properly there (hence, my confusion yesterday). I just tested with a pure
7.0 tarball and the 7.0.1 CVS branch and both exhibit the same behavior that
you're seeing.
It turned out to be a relatively simple problem with the SSI parameter
handling code in the rsh boot module -- I've just committed the fix to CVS.
This, along with a small number of other fixes, is now available in 7.0.1b6
on the beta page (http://www.lam-mpi.org/beta/).
