Ugh, it turns out that it was a misconfig on our system and it is not
working (well, it is going beyond that point) where one had to
explicitly set /usr/lib in the LIBPATH sometimes. I can't find someone
who knows when you need to do this but ... Ugh...

tyically, messages are small, on the order of 1k typical halo exchange
so it is latency driven, not BW.
