This is a known issue with 6.5.9, and since 7.0 has been released, we're
unlikely to fix it. The problem is that the C++ checks are bypassed if
you specify --without-mpi2cpp. The solution is to not specify
--without-mpi2cpp, and you should be ok.
This issue has been fixed in 7.0.
