It sounds like the rsh daemon may not be not running on your machines.
Hence, incomming rsh requests are either denied or fail. Check both your
machines and ensure that incoming rsh connections are enabled.
If the rsh daemon is setup properly, then check your firewall and/or
hosts.allow/hosts.deny settings to ensure that rsh is allowed to make
incomming connections.
